English Translation
25Whoever among you cannot afford to marry free believing women, let him marry a believing woman under your authority whom you own. Allah knows best your worth and your faith. You are all one as believers. So marry them with the permission of their guardians, on condition that they guard their chastity, do not commit fornication, and do not take secret lovers; and give them their mahr in a fitting manner. If they commit fornication after marriage, apply to them half the punishment given to free women. This is for those of you who fear falling into fornication. If you are patient, it is better for you. Allah is forgiving and merciful.
