اِلَّا الْمُسْتَضْعَف۪ينَ مِنَ الرِّجَالِ وَالنِّسَٓاءِ وَالْوِلْدَانِ لَا يَسْتَط۪يعُونَ ح۪يلَةً وَلَا يَهْتَدُونَ سَب۪يلًا ٩٨

Transliteration
98İlle-lmüstaḍʿafîne mine-rricâli vennisâi velvildâni lâ yesteṭîʿûne ḥîletev velâ yehtedûne sebîlâ.
English Translation
98Excepted from this ruling are only the men, women, and children who are oppressed and, because they are powerless, could not find the means to emigrate.
