Al-Fath 25

English Translation

25Yes, it was those very disbelievers who barred you from entering the Sacred Mosque (al-Masjid al-Haram) and did not allow your sacrificial animals to reach it. But had it not been that you would have incurred a burden of guilt by unknowingly taking the lives of believing men and women there whom you did not yet know, you would certainly have been permitted to fight them. So Allah did not give you permission to fight, in order to protect with His mercy those who, by believing, deserved to be protected. Had it been possible to tell the disbelievers apart from the believers, We would without doubt have punished the disbelievers with a painful punishment.
